Progressive Web App Development Cost in 2026: Real Ranges and What iOS Changes

Adding PWA features to a web app you already have costs about $8–30k in 2026. A new simple PWA costs $30–70k, a typical business PWA with accounts, payments, push and an admin panel $70–160k, and an offline-first or regulated one $160k and up. Those ranges assume a Central European or Latin American team; US onshore agencies quote about 2–2.5× more. A PWA is usually 25–40% cheaper than a cross-platform app for the same features, but only if what you need fits inside a browser on an iPhone. This guide shows where the money goes, which features drive the price, and when the cheaper option stops being cheaper. These are full project budgets: discovery, UX/UI design, the front end, the backend and admin panel, the service worker and caching strategy, QA across browsers and real devices, project management and release. They assume blended rates of $50–75 an hour, which is what most Central European and Latin American vendors charge US clients in 2026. A US agency will usually land at 2–2.5× the same numbers.

A progressive web app is a web application that can be installed to the home screen, opens full screen without browser chrome, keeps working on a bad or missing connection and can send push notifications. Technically it is a regular web app plus three things: a web app manifest, a service worker and HTTPS. That is why the price spread is so wide. The PWA layer itself is a few weeks of work. The application underneath it is where most of the budget lives.

PWA vs cross-platform vs native: same app, three prices

Most PWA budgets are justified by one comparison: what would the same product cost as a store app? Here is the honest version for a mid-complexity product. A PWA saves on three things. One codebase serves iPhone, Android and desktop browsers. There is no App Store or Google Play release pipeline, no review cycle and no store screenshots, metadata and compliance forms. And updates ship the moment you deploy, so you never maintain three versions in the wild.

The PWA saves most when you need phone and desktop. If the product is phone-only, the gap to a cross-platform app is smaller than most PWA pitches suggest.

The caveat in the caption is the part most PWA articles skip. If your users only ever open the product on a phone, the comparison is a PWA against one Flutter or React Native codebase, and the saving drops to 15–25%. The evidence that PWAs can carry real business is old but solid. In case studies Google published in the late 2010s, Starbucks reported its ordering PWA was 99.84% smaller than its iOS app and roughly doubled daily active web users, and Pinterest reported a 60% increase in core engagements after rebuilding its mobile web as a PWA. Those were large companies with large teams, so read them as proof of what the platform allows, not as a forecast for your product.

What iOS does to a PWA budget

Android and Chrome have supported PWAs well for years. iPhone is where budgets get decided, and for a US product that matters: iPhones account for more than half of US smartphones according to StatCounter. Here is where iOS stands in 2026 and what each limit costs.

  • Push works, but only after install. Since iOS 16.4 (March 2023), web apps added to the Home Screen can receive push notifications. A plain Safari tab cannot. So iOS push is really an install problem: you need an onboarding flow that teaches users to tap Share, then Add to Home Screen. Budget design and testing time for that flow, typically $2–5k.
  • There is no automatic install prompt on iOS. Chrome on Android shows one; Safari does not. Since iOS 26, any site added to the Home Screen opens as a web app by default, which helps, but the user still has to find the menu.
  • Storage is reliable once installed. WebKit deletes script-writable storage (IndexedDB, LocalStorage, service worker registrations) for sites the user hasn't visited in seven days of Safari use, a rule in place since Safari 13.1 in 2020. Installed Home Screen web apps keep their own counter and are effectively exempt. If your offline data must survive, design for installed users.
  • Hardware access is limited. Safari does not support Web Bluetooth, Web NFC or background geolocation. Camera, foreground location, share sheet, file access and app badges work. If the product talks to a Bluetooth device or tracks location in the background, a PWA is the wrong tool, and no amount of budget fixes that.
  • Platform risk is real but has eased. In early 2024 Apple announced it would drop Home Screen web apps in the EU under the Digital Markets Act, then reversed the decision within weeks. For US users nothing changed. We still tell clients to keep a store wrapper as an option on the roadmap, not as a day-one expense.

Each step is optional. Many products stop at offline reading plus push; offline-first sync is the step that doubles complexity.

What features cost in a PWA

Below are typical 2026 ranges for adding a feature to a PWA, including front end, backend and QA, at CEE or Latin American rates. Most of them cost about the same as in any web app. The PWA-specific lines are offline, push, install flows and packaging.

Payments in a PWA have one quiet advantage. A web app selling a subscription through Stripe pays card processing fees, not a store commission. Offline-first is the feature we push back on most in estimates. "Works offline" can mean showing the last loaded data, which is cheap, or letting a technician fill in ten forms in a basement and sync them later without overwriting a colleague's edits, which is a different project. Ask which one you need before anyone puts a number on it.

Pick your starting point, the number of distinct screens and the features. A first-pass estimate, not a quote: about 30 design and front-end hours per screen, QA at 25% of development, management at 15%, plus or minus 15–20% for uncertainty. The retrofit option assumes the existing app's screens, accounts and admin already work and only need PWA adaptation. Hosting, store fees and third-party services are not included.

Two things to try. Switch the starting point to an existing web app: if your current front end is in decent shape, the PWA layer costs a fraction of a rebuild, and this is the cheapest mobile presence a business with a working web app can buy. Then switch offline support to offline-first: on a small app that one choice can add more than the rest of the feature list. If the existing front end is slow, untyped and untested, the retrofit number is optimistic; a short technical review first tells you whether to retrofit or rebuild.

Latin America and Central Europe price almost the same, so the choice is about working hours and team fit. PWAs have fewer recurring costs than store apps, but not zero. These are the lines that show up in year one.

Where PWA budgets blow up

Overruns are common across software. The Standish Group's CHAOS 2020 report found only about 31% of projects finished on time, on budget and with the planned scope. PWAs fail in their own specific ways. In estimates and first calls, these are the patterns we see most often:

  • "Works offline" was never defined. It gets estimated as a cache and discovered as a sync engine in month three. Define it per screen: online only, read offline, or edit offline.
  • iOS was tested last. Teams build on Chrome desktop and open Safari on an iPhone two weeks before launch. Install, push permission, viewport and storage quirks then eat the reserve. Test on a real iPhone from sprint one.
  • The App Store wrapper was assumed to be trivial. Apple rejects apps that are just a website in a frame. If the store matters, the wrapper needs native value (push, biometrics, offline content) and a review cycle in the plan.
  • Stale caches after a release. A badly versioned service worker keeps users on old code for days. It's cheap to get right up front and painful to fix in production.
  • A slow web app turned into a slow PWA. A service worker speeds up repeat visits; it does not fix a heavy JavaScript bundle. If the current app has poor Core Web Vitals, budget performance work before the PWA layer. Our responsive web design and development cost guide covers the front-end side.
  • Hardware needs found late. A client asks for Bluetooth scale integration or background location after the PWA is built. On iPhone the web can't do either, and the answer becomes a second app.

How to reduce the cost without breaking the product

  1. Start from what already worksIf you have a decent web app, retrofit it instead of rebuilding. Installability, offline reading and push on top of a healthy front end usually cost under $30k.
  2. Decide offline behavior screen by screenMost products need offline reading on a few screens and full offline editing on none. That one decision can save $15–35k. Our business analysis team writes it into the spec before anyone estimates.
  3. Check the iPhone list before you commitCompare your feature list against what Safari supports. If something critical is missing, choose a store app now rather than paying twice.
  4. Add store packaging laterLaunch on the web, measure installs and retention, then wrap for Google Play (cheap) and the App Store (less cheap) only if store discovery matters to your users.

A PWA quote without an iPhone plan is incomplete

Ask every vendor three questions: how will iPhone users install the app, what happens to their offline data, and which of your features Safari can't support. A vendor who answers all three in the first call has built PWAs for real users. If the quote is far below the ranges above, check whether the backend, admin panel and cross-browser QA are in it.

Do PWAs work on iPhone?

The Apple App Store is harder: a plain website in a wrapper is usually rejected under its minimum functionality guideline, so teams use a wrapper such as Capacitor and add native features like push, biometrics or offline content. Budget roughly $3–8k for Google Play and $8–20k for both stores, plus store accounts and review time.
How much does it cost to maintain a PWA?
Plan 15–20% of the build cost a year. That covers browser and OS updates (especially each new iOS release), dependency and security updates, service worker and cache changes, and regression testing across Safari, Chrome and Samsung Internet. Hosting is usually cheap for PWAs because static assets sit on a CDN; the backend is where running cost grows.
How long does it take to build a PWA?
Retrofitting PWA features onto an existing web app takes 3–8 weeks. A simple new PWA takes 2–3 months, a mid-complexity product 3–6 months and an offline-first or regulated product 6–10 months. That is typically a month or two shorter than a cross-platform app on both stores with the same features, mostly because there is no store review cycle.
